Foreign Player Rules

Participation, Classification and Expenses

Registration & Selection

All Foreign Players wishing to participate must be duly registered with SLTPL and shall be eligible for selection only through the official Player Auction or Draft process, unless retained strictly under an applicable retained-player provision.

Classification

A Foreign Player means any player who is not a Sri Lankan citizen and is not domiciled in Sri Lanka, irrespective of dual nationality. SLTPL has the authority to determine final eligibility and classification.

For Clarity

  • A Sri Lankan citizen is not considered a Foreign Player even if ordinarily residing outside Sri Lanka.
  • A non-citizen domiciled outside Sri Lanka is considered a Foreign Player despite temporary residence, visa, or short-term stay in Sri Lanka.
  • A foreign national lawfully residing and working in Sri Lanka under valid documentation, or married to a Sri Lankan citizen and habitually resident in Sri Lanka, is not deemed a Foreign Player.

No Private Agreements

Franchisees are strictly prohibited from entering into private agreements, inducements, assurances, or pre-arranged commitments with any Foreign Player outside the official Player Auction or Draft process.

Travel & Accommodation

Each franchisee is responsible for all foreign-player travel, accommodation, meals, local transport, visa, immigration, travel insurance, and medical insurance costs relating to tournament participation.

Operational Standards

Foreign-player accommodation and logistics must meet SLTPL operational protocols, including security, anti-doping, media commitments, and medical requirements. SLTPL may recommend or reject proposed hotels where standards are not met.
